On July 6, 2026, The Honourable Diab, Minister of Immigration, Refugees and Citizenship Canada, signed the Manitoba Workforce Transition Bridge Temporary Public Policy (the New Public Policy).

The New Public Policy allows the Manitoba Provincial Nominee Program (MPNP) to extend the nomination deadline from December 31, 2026, to December 31, 2027, for individuals who already received Manitoba Support Letters in 2024 or 2025 under the expired 2024 and 2025 Temporary Public Policies (TPP) and who meet all other MPNP eligibility criteria.

The New Public Policy is not an extension of the previous TPP for new candidates. Unless you already received a support letter in 2024 or 2025, you are not eligible to request a work permit support letter under the New Public Policy.

Under the New Public Policy, Manitoba may issue up to 2,700 support letters to eligible individuals who already received a support letter in 2024 or 2025.

Who is eligible:

You are eligible to receive a work permit support letter under the New Public Policy if you meet all the following criteria:

• you received a Manitoba Support Letter under the 2024 or 2025 TPP,

• you hold or held a valid work permit issued by IRCC based on the previous TPP, and it has expired, or will expire in the next 60 days,

• you are currently employed in Manitoba on a full-time basis (at least 30 hours per week) and have an ongoing offer of employment from that employer,

• you are currently eligible to apply to the MPNP and have an active MPNP Expression of Interest profile, and

• you have not been nominated by the MPNP.

How to request a work permit support letter:

If you meet all the eligibility criteria above, you can submit a request through the webform.

You must include:

• a copy of your TPP Manitoba Support Letter,

• a copy of your work permit, issued by IRCC, and

• a copy of the biographical page of your valid passport or other government-issued photo identification.

After review and verification of eligibility, Manitoba may issue a new Support Letter under the Manitoba Workforce Transition Bridge Temporary Public Policy.

The new Support Letter can be used to apply to IRCC for a Manitoba-specific open work permit. Receiving a work permit does not guarantee nomination by Manitoba.
