emergency preparedness planner

Duties
The City of North Vancouver is seeking a temporary full-time Manager - Emergency Planning to lead the City's emergency management program for approximately two years. This role oversees business continuity, preparedness, response, and recovery while ensuring compliance with the Emergency and Disaster Management Act.
Hard requirements
  • Post-secondary degree in Emergency Management, Public Administration, Planning, Business Continuity, or a related discipline, plus considerable related experience in emergency management (preferably municipal, regional, or public sector) or equivalent training/experience
  • Progressively responsible leadership experience in emergency planning, EOC/DOC operations, training and exercises, recovery, multi-agency coordination, and business continuity
  • Sound knowledge of emergency management legislation, regulations, standards, best practices, the Emergency and Disaster Management Act, Incident Command System principles, municipal emergency planning, and recovery frameworks
  • Excellent communication skills with strong political acuity, sound judgement, and ability to build productive relationships across departments, partner agencies, senior leadership, elected officials, and the community
  • Skills in planning, facilitation, project management, problem solving, and decision-making in dynamic/high-pressure situations
  • Experience working in a blended or shared service environment, and knowledge of municipal bylaws, local government processes, and equity-informed recovery and community res
